Mr Marcellin ZINSOU has more than 27 years of professional experience, including 24 years most in the Private Sector (with 18 years in Banking and 3 years in Private Sector Employer Organizations).
Following his departure from the SME Credit Guarantee Fund – FGPME which he set up for the State of Côte d’Ivoire and managed from February 8, 2020 to February 1, 2022 (2 years) to sit as a Ivorian Congressman; he founded and managed since 2023 the first operational consultancy firm in west Africa « Grant Thornton Expertise PME » ; where he provides to the SME Ecosystem (Technical and Financial Development Partners, Business Associations, Business Development Services, Banks, Territorial Authorities, SMEs) the accumulated intelligency and expertise on the Private Sector, SMEs in particular (development & financing), Entrepreneurship and Banks.

Mr Marcellin ZINSOU held the position of Advisor to the Minister for the Promotion of SMEs from January 2019 to February 1, 2022 (3 years). In this role, he represented the Ministry on various Boards of Directors such as those of the Support Fund for SMEs (FSPME for which he wrote the texts in April 2020 during COVID19 crisis), of the Versus Bank, of the Caisse of Deposits and Consignments of Ivory Coast (CDC-CI). He was also Board member of the Regulatory Authority for the Warehouse Receipt System (ARRE-SRE).

Before joining the Ministry of SME Promotion, Mr Marcellin ZINSOU was the Deputy Executive Director (DGA) of the 1st Employers’ Organization in West Africa – the CGECI based in Abidjan. In this role, he significantly contributed to strengthening the State-Private Sector dialogue, the Financing of SMEs, the Promotion of National Champions, the confidence of Technical and Financial Partners and to driving the Morocco – Ivory Coast Economic Impulse Group and the relationship with MEDEF (French Employers).

Mr Marcellin ZINSOU also held various positions in the international banking industry during 18 years, including :

  • Regional Director of Banking Operations and Technology for ECOBANK International (Paris, London, Dubaï & Pekin) – EBI SA at Paris during 3,5 years (July2012 / April16)
  • Group Executive Director of Operations, Organization and Technology for Atlantic Financial Group (AFG) – Holding of Groupe Banque Atlantique at Abidjan and Lomé during 3 years (Aug. 2009 / Feb. 2012)
  • Board Member of the GIM-UEMOA (Group Interbank of Cards Payment and Electronic Banking of West Africa) since December 2009 to February 2012
  • Director of Projects & Organization at SGBCI (1st Bank of Francophone West Africa and a subsidiary of Sociéte Générale France) at Abidjan during 3 years (Feb. 2007 / Aug. 2009)

Mr Marcellin ZINSOU currently hold the following Degrees/Certifications :

Mr Marcellin ZINSOU is very active in the world of associations, charity and politics. After having been a long time member of the Rotary Club Paris Bercy in France, he became President of the Rotary Club Abidjan Cocody. He is also the President of the FONDATION SANWI which works for the social of the populations of his hometown ABOISSO.

The State of Côte d’Ivoire, recognizing his merits, therefore elevated him in June 2019 to the rank of Officer in the National Order of Côte d’Ivoire.
